Some people feel it would be a betrayal of their other dog. Some are afraid of suffering that kind of loss again. Some sit on the fence for quite awhile - wanting a dog but not sure if they're ready.
And then there's me. I believe that some things are meant to be. I miss my dogs Max and Lucy terribly, but I haven't gotten a new one yet and may not for years.
