E-government promises a public services utopia, where better services are simple, effective and available to everyone. Good intentions are not enough, effective action is essential. One European project takes the broad view to anticipate, and help eliminate, potential obstacles on the road to e-government nirvana.

Free movement of labour in Europe is fine in principle but problematic in practice. Short of registering with employment agencies in several different countries, how do you begin to look for a job in a market covering 27 Member States? The European funded SEEMP project may have the answer.

Across Europe, information technologies play a crucial role in the economy and government but many citizens – those who stand most to benefit like the poor, the unemployed or the elderly – have little access to the internet. One EU project seeks the reasons for this digital divide and the policies, technologies and training required to bridge it.

One of the challenges large e-government projects, like the nearly €12 million EU-funded Intelligent Cities, face is finding sustainable solutions which integrate all known variables and user needs. How well this is managed, along with effective follow up and implementation, can influence the project’s success on the market. Project partners in Finland show how.

New regulations and cost-cutting pressures are forcing many public administrations to consider replacing the proprietary office software running on the desktops of their office workers with open-source alternatives. A couple of years ago, the migration routes were barely understood. The EU-funded COSPA project has put an end to that.

Being able to live and work in any Member State is a big part of what the EU is about – but it is often easier to move your suitcase than your social security records. The GUIDE project has created an independent forum to help governments apply common standards for the secure exchange of personal data.

Accessibility studies of e-services often focus on narrow aspects of website design. The eUSER survey discovered many other factors influencing the uptake of e-services, from technical to social and attitudinal. The results are a valuable resource for the designers of e-services, showing them what users – and non-users – really want.
