Mitokine Bioscience was founded in Down East Maine in 2006 to develop a critical new treatment for diabetes. This year - 2009 - Mitokine’s treatment will be tested at Purdue University School of Veterinary Medicine in companion dogs that are insulin dependent, a natural diabetes model. A larger canine study to meet requirements for FDA approval for a veterinary pharmaceutical product will follow. In the mean time, research at Mitokine continues to develop a similar treatment for human diabetes.

Health systems in other countries and pilot projects in the United States have demonstrated that effective primary patient care that is comprehensive and accessible has the potential to improve health outcomes and lower costs. AUGUSTA, Maine (AP) By a vote of 83-53, the Maine House has given its final approval to a bill that would create a new funding source for the state's Dirigo health program. Representatives on Friday approved legislation to replace the savings offset payment, now assessed at a variable rate of up to 4 percent of paid claims, with a fixed 2.14 percent payment on paid claims paid monthly. The savings offset payments that have been used to pay for the state-subsidized Dirigo program have been challenged repeatedly by the health insurance industry. The measure directs Dirigo's board to reach more uninsured and underinsured Mainers through a more affordable product. It faces a Senate vote before it can be sent to Gov. The Port of Eastport was scheduled to handle the import of a shipment of wind turbine blades from Santos, Brazil in late April. "This all started approximately three years ago," he says. "Talks began with First Wind [a wind energy company based in Newton, Mass.], and then moved to General Electric, and they became our client," Gardner says. "The blades will be shipped from Eastport to projects around the region." Gardner added that if all goes well with the April shipment, he expects a second shipload in June. The total of 108 blades, each 125 feet long, are scheduled to arrive aboard the M/V Jade C., according to Tom Critchley, Operations Manager for Federal Marine Terminals, the port's shipping agent. "We'll be using mobile truck cranes, then our truckers will move the blades on flatbeds from the pier into the yard," Critchley said. "There, 54 trucks contracted by General Electric will transport them, two to a truck, to their destinations."

"The Navy is declining comment on a report that the service wants to end production of its troubled next generation destroyer, the DDG-1000, after just two ships.
With Congress still debating the Bush administration's funding request for the upcoming 2009 fiscal year, "it is inappropriate to comment on pending legislation," Navy spokesman Lt. Clay Doss said Monday.
The administration is seeking about $2.5 billion in fiscal 2009 to buy a third DDG-1000. Citing unnamed sources, Inside the Navy, a trade publication, reported Monday that naval leaders now prefer to stop at the two ships already ordered from Northrop Grumman Corp.'s Ingallls shipyard in Pascagoula and Bath Iron Works in Maine. Instead, they want to buy 11 more DDG-51 destroyers, an older and cheaper ship. "

The idea was exported during the Bangor Region Chamber of Commerce's efforts to revitalize Bangor's Sister City relationship with Saint John. It was established in 1846 as a locomotive foundry to build railroad equipment for the connection between Portland and Montreal. It was a significant New England medium to heavy steel fabricator until 1978. It had a proud history of serving New England manufacturer's and utilities while building 628 locomotives 160 ships (including Iron Clads), equipment for the Panama Canal and so on. Presently the site has become a marine oriented complex with a small marina, several marine as well as other office tenants and an operating Maine two-foot narrow gauge railroad museum."

"AUGUSTA, Maine — Anthem Blue Cross and Blue Shield will not provide health coverage to Mainers through the state’s Dirigo Health Agency after this year because the two sides could not agree on terms to extend the contract.
In a joint statement Wednesday, the two sides said they were unable to agree on acceptable financial terms to extend the contract for one year.
Dirigo "is finalizing its plan to transition the program by Jan. 1, 2008, to assure that current members continue to have access to the DirigoChoice product and its subsidies," the statement said.
About 15,000 subscribers are enrolled in the DirigoChoice insurance product that’s been administered by Anthem since 2003, two-thirds of them with individual coverage and a third in the group market, said Anthem spokesman Mark Ishkanian.
What will happen to those subscribers when 2008 arrives was unclear Wednesday, Ishkanian said, because "we don’t know yet the direction the state’s going to go with the program." But he said Anthem is committed to helping the Dirigo agency make its transition.
"We want DirigoChoice to succeed," Ishkanian said. "There are no hard feelings here."
Anthem is also obligated to offer a similar insurance product to subscribers now covered under a DirigoChoice plan if they choose to remain with Anthem, but their premiums could go up, Ishkanian added.
Dirigo Health was created by the Legislature in 2003 to curb health care costs, broaden access to coverage for thousands of Mainers who lack health insurance and promote health care quality.
It is funded in part through savings in the health care system generated through the program. In July, Dirigo’s board of directors determined that the program will save $78 million in its third year of operation.
The Maine Association of Health Plans, which represents state’s major health insurers, disputed the figure, saying the savings estimate is excessive. Maine’s major health insurers include Anthem, Aetna, Cigna HealthCare of Maine and Harvard Pilgrim Health Care.
Wednesday’s statement by Anthem and Dirigo Health said the two organizations "have worked diligently to make this program a success and feel very good about what has been accomplished over the three years."
"We are grateful that Anthem Blue Cross and Blue Shield stepped up three years ago to help make DirigoChoice a reality and that they will work with us closely to transition the program," the Dirigo board’s chairman, Robert McAfee, said in the statement.
A message left with Dirigo Executive Director Karynlee Harrington was not immediately returned."

"Maine steamboats existed in two different arenas: the ocean steamers that traveled up the coast and the inland steamers, which are the focus of this book. The Maine wilderness once witnessed an enormous movement of people, goods, and mail through steamboat traffic. Originally freighters provided supplies and merchandise for the lumber industry and, with the lack of roads, they were the only dependable transportation to many sporting lodges and resorts. Boat traffic also delivered indispensable goods to lakeside villages and outposts. Eventually sportsmen and vacationers discovered the beauties of the lakes and mountains, and steamboat companies formed early in the 19th century to serve the growing numbers of visitors and businesses. Thousands of families trekked from the southern cities to the interior to delight in a popular Northeast pastime. Getting to places was a chore as well as an adventure, and the railroads and the steamboats did the job. At one time, they facilitated the cycles of life in the Maine woods."

"he Maine Department of Transportation is seeking a consulting engineer to help it plan for the removal of the old Waldo-Hancock Bridge.
The department is preparing a request for proposals from suspension bridge specialists that could go out as early as this week, according to DOT engineer Jeff Folsom, the interim project manager for the removal project. A plan for the project could be substantially in place by the end of the year.
"By then we should have a real good idea what the costs will be and how we should proceed," Folsom said.
Putting together the funding for the project will take much longer and it could be several years before any work on demolishing the bridge will begin.
Folsom discussed the plans for the span’s removal recently as he walked along the deck of the 76-year-old bridge.
Dwarfed by the massive Penobscot Narrows Bridge and Observatory whose towers loom nearly 300 feet above the old bridge’s concrete deck, the historic span seems to have shrunk in the few months since it was closed.
Cars and trucks move easily on the new bridge, the travel lanes a dozen or so feet overhead, but the old bridge is empty, unused and gated to exclude the public. The old double lanes — about the width of one lane on the new bridge — seem improbably narrow and inadequate.
Walking down the centerline now feels like strolling on a deserted country road, rather than on the major Maine thoroughfare that brought generations of travelers across the Penobscot River.
And though the osprey that once lived atop its towers have not completely abandoned their old home and, in fact, have begun constructing a new nest on the supplemental cable supports, the rusted steel, peeling paint and broken concrete are outward blemishes that reflect the unseen deterioration in the main cables that has doomed the graceful bridge.
"It seems to deteriorate fast. It goes quickly when you cut the traffic from it," Folsom said. "We’ve seen it in other bridges; that always takes the life right out if it."
The bridge is safe, he said, and the department will continue to monitor it over time to ensure that it remains safe.
The preliminary plan for removal calls for a two-phase project, according to Folsom. The first phase will involve removing the concrete deck and some of the steel stiffening trusses. That would leave just the cables and the towers standing, he said.
The second phase would remove the cables and then the towers. The DOT hopes to be able to leave the concrete bases, on which the towers sit, in place.
"That has the potential to save a lot of money," Folsom said. "They don’t look like much but they go down about 60 feet to the mud line. It’s a lot of work to take them out."
In initial discussions, officials with the U.S. Coast Guard have indicated it might be possible to leave those concrete bases in place if certain safety precautions are taken, he said.
Phase I is a basic demolition project, Folsom said. Phase II, however, is a more complex operation. While the scenario for dismantling the bridge would essentially be the reverse order in which the bridge was built, it raises some technical issues. It is possible that removing the deck and strengthening trusses might weaken the remaining structure.
"The question we need to answer is whether the bridge will remain stable after Phase I, especially since there could be a significant time span between Phase I and II," he said. "We need to look at the demolition sequences and get a real good understanding of how it needs to come apart."
According to Folsom, the consulting engineers will run computer models testing different deconstruction scenarios in order determine what stresses will be placed on the structure.
Once they understand how the bridge will react to the removal of different pieces, engineers will be able to develop cost estimates for the project.
While the computer modeling could be completed by the end of the year, it may take several years to put together the funding for the project.
There currently is no funding available for the bridge’s removal, according to Kenneth Sweeney, deputy chief engineer at the DOT. The project is not included in the department’s current two-year work plan nor are there funds in the transportation bond approved by voters earlier this year.
Much of the material in the bridge including the steel towers and cables is still suitable for salvage, which will figure into the bid prices for the project and should reduce the overall cost of the project.
But paying for the deconstruction of the bridge still will require a combination of federal and state funds, Sweeney said.
"We’re really just beginning to explore different options," he said. "We don’t know the time frame or the costs."
Once the costs are known, the project will have to compete with other projects on the department’s priorities list, but Sweeney said it is possible the project could be included in the DOT’s 2010-11 work plan."
