I am a bit confused. NSL is primarily used by FBI in the context of their investigation, whereas NSA wiretap has been said to be mainly focused on gathering foreign intelligence. And therefore, what the program should go through is FISA court review. With a warrant from FISA court, telcos or email providers may be able to legally provide some data. NSL is usable only when there is enough specificity to the requested data, I think, even though the specificity requirement is not that high under the current law.
