It is not the first time this happens. A while ago, some heavy users left Digg, or claimed so, in reaction to the Digg's algorithmic change that disfavors top-users. I also remember that Digg's user ranking disappeared because of the same concern.
In addition, the comment by oboy seems to point an important fact.
But then, the fact that this is recurring probably means that this is still a big concern for many active Digg users.
The site obviously needs enthusiastic users who submit interesting stories, and compensation has been the public recognition through user stats, etc.
