many good points. I assume that performance degradation is not critical in some countries given that there are multiple European countries that have implemented content filtering. Legal problem is a different beast. It depends mostly on how you present the message telling the end user that a site or a page is blocked on what ground with what level of precision.

I wonder, though, if there some legal problems with just publishing a list of web sites with objectionable contents. That kind of list may be prepared and distributed by a third party NPO (neither a content provider nor an ISP).
