1. Comcast Tests a New Bandwidth Throttle - Bits - Technology - New York Times Blog

Why is this measure by Comcast so deviod of transparency? Why don't they just notify the heavy users of the reduced service they are currently receiving? If that is technically difficult, they can at least offer email or instant messaging service that customers can sign up to get notification of the reduced service. Now, even if that is for some reason difficult, Comcast can certainly disclose their practice and procedure.
